Are the EPA standards for parameter stabilization supported by other research?

There are a range of different values for stabilization depending on what state and federal guidance documents you have. In general, the EPA standards that were laid out in the 1996 paper were based on the experience of Barcelona, Puls and Cindy Paul from US EPA. In essence, the EPA standards were based on the experience of the authors of that particular paper.
