Are there any states that do not permit low-flow sampling?

In the State of New Mexico, there had been issues about using low-flow purging and sampling only within one program.  The Hazardous Waste Bureau specifically limits the use of low flow purging and sampling at some of their Department of Energy sites that they regulate.  We have never been able to actually to get a firm answer as to why they are concerned about it or what the concerns are.  New Mexico does allow low flow purging and sampling to be used, for example, on their solid waste program and in their Underground Storage Tank program.  States such as New Jersey and Florida have limits on screen length, for example either 5 or 10 feet where they say low flow purging and sampling can't be used.  This is a carryover unfortunately from that 2002 EPA document that has the incorrect citation there for limiting screen length.  But, to my knowledge, we have used low flow purging and sampling under permit in all 50 states, it just depends on the program specifics and the site specifics.
