For low-flow purging if the groundwater level is below the well screen should the pump still be placed in the middle of the well screen?

Yes. Even if the water level is below the top of the screen, you are generally going to place the pump in not the middle of the well screen itself but the middle of the saturated zone that you are in. Remember pump position doesn’t really matter – the most important thing is to make sure that you don’t lose pump operation during purging. So there is nothing wrong with placing that pump down close to the bottom of the water. For example, if you have a 10 foot screen and the water level was 2 feet down under the screen so there is 8 feet of water comp, use a short pump in that situation, probably a 12- to 18-inch pump and put it down about 12 inches or a third of a meter off the bottom of the well. Purge down lower in the water column as opposed to higher in that case just to maintain submersion on the pump.
