Has low-flow been applied to areas where the water levels are influenced by tidal fluctuations?

Absolutely. Generally speaking, it’s not an issue unless the tidal fluctuation is so significant that the water level drops below the point where the pump is located.  Other than that, under steady state pumping conditions it’s not going to matter much that the water level in the well may have changed by as much as a few feet.
