Is it okay to sample when the indicator parameters have stabilized but the water level is still dropping?

It is not recommended.  You really want the water level to stabilize first and then get your indicator parameters stabilized.  As long as your water level is falling, you are pulling water from above the sampling zone.  The question always comes up, “Well what if I started out with my water level in the screen zone, but it keeps falling during purging.”  You are pulling water just from the screen zone, but you continue to change where that water is coming from as that water level continues to drop.  So the recommended procedure is water level stabilization first then indicator parameter stabilization.
