Taking water from the casing by just dropping a bailer into the well and pulling it out again is actually what the American Petroleum Institute endorses in their API Bulletin 12 as no-purge, but this was very specific to hydrocarbon contaminated sites. You can obviously see from the data in their studies that this works in some situations, but really doesn’t work well at all in others. I am generally in favor of taking passive or no-purge samples from wells that are especially low-yield and can't really be pumped. But just grabbing some water from the casing without leaving a passive or a no-purge device in place would not be something I would recommend.
